POSITION
ABOUT THE SECURITY COUNCIL OF THE RUSSIAN FEDERATION

1. The Security Council of the Russian Federation (hereinafter - the Security Council) is a constitutional advisory body that prepares decisions of the President of the Russian Federation on issues of ensuring state security, public safety, environmental safety, personal security, other types of security provided for by the legislation of the Russian Federation (hereinafter - national security), organization of defense, military construction, defense production, military and military-technical cooperation of the Russian Federation with foreign states, on other issues related to the protection of the constitutional system, sovereignty, independence and territorial integrity of the Russian Federation, as well as on issues of international cooperation in security areas.

2. The legal basis for the activities of the Security Council is the Constitution of the Russian Federation, generally recognized principles and norms of international law, international treaties of the Russian Federation, federal constitutional laws, Federal Law of December 28, 2010 N 390-FZ “On Security”, other federal laws, decrees and orders of the President of the Russian Federation, as well as these Regulations.

3. The tasks of the Security Council are:

a) ensuring conditions for the exercise by the President of the Russian Federation of powers in the field of ensuring national security;

b) formation of state policy in the field of ensuring national security and control over its implementation;

c) forecasting, identifying, analyzing and assessing threats to national security, assessing military danger and military threat, developing measures to neutralize them;

d) preparation of proposals to the President of the Russian Federation:
on measures to prevent and eliminate emergency situations and overcome their consequences;
on the application of special economic measures to ensure national security;
on the introduction, extension and cancellation of a state of emergency, as well as on the introduction and cancellation of martial law;
on reforming existing or establishing new government bodies and organizations performing functions in the field of ensuring national security;
on the approval and clarification of the national security strategy of the Russian Federation, other conceptual and doctrinal documents in the field of ensuring national security and defense;

e) formation of the main directions of state foreign and military policy;

f) coordination of the activities of federal executive authorities and executive authorities of constituent entities of the Russian Federation to implement decisions adopted by the President of the Russian Federation in the field of ensuring national security;

g) assessment of effectiveness, development of criteria and indicators of the activities of federal executive authorities in the field of ensuring national security.

4. The functions of the Security Council are:

a) consideration of issues of ensuring national security, organization of defense, including the construction and development of the Armed Forces of the Russian Federation, other troops, military formations and bodies, planning their use, issues of defense production, mobilization preparation, military and military-technical cooperation of the Russian Federation with foreign states, other issues related to the protection of the constitutional order, sovereignty, independence and territorial integrity of the Russian Federation, as well as issues of international cooperation in the field of security;

b) conducting a strategic assessment based on information analysis:
on the progress of implementation of the main directions of state policy in the field of ensuring national security;
about the socio-political and economic situation in the country;
on the observance of human and civil rights and freedoms in the Russian Federation;
about the state of law and order and legality in the country, about the effectiveness of measures taken to counter terrorism and extremism;
about military danger and military threat;
on the development, production and implementation of modern types of weapons, military and special equipment, as well as dual-use and civilian equipment in order to ensure national security;
on the progress of implementation of the state anti-drug policy;
on the state of military and military-technical cooperation of the Russian Federation with foreign states, as well as international cooperation in the field of security;
on the state of information security of the Russian Federation and on the development of the information society in the Russian Federation;
on the activities of federal executive authorities and executive authorities of constituent entities of the Russian Federation in the field of ensuring national security;
on coordinating the activities of federal executive authorities and executive authorities of constituent entities of the Russian Federation to implement decisions adopted by the President of the Russian Federation in the field of ensuring national security;

c) development and clarification of criteria and indicators for ensuring national security;

d) implementation of strategic planning in the field of ensuring national security, including:
assessment of the effectiveness of the implementation of strategic planning documents;
adjustment of strategic planning documents and strategic national priorities;
coordination of activities to develop strategic planning documents in federal districts;

e) participation in the implementation of the main directions of state foreign and military policy, state policy in the field of defense production, military and military-technical cooperation of the Russian Federation with foreign states;

f) consideration of draft legislative and other regulatory legal acts of the Russian Federation on issues within the competence of the Security Council;

g) preparation of draft regulatory legal acts of the President of the Russian Federation on issues of ensuring national security, organizing defense and monitoring the activities of federal executive authorities in the field of security;

h) organizing the development of federal (state) target programs in the field of ensuring national security and monitoring their implementation;

i) organizing control over the targeted expenditure of budget allocations provided for in the federal budget for the corresponding year to finance expenses for ensuring national defense, national security and law enforcement activities;

j) consideration of the annual report of the Secretary of the Security Council of the Russian Federation to the President of the Russian Federation on the state of national security and measures to strengthen it;

k) consideration of the annual Summary report on the results and main areas of activity of the Government of the Russian Federation;

l) consideration of annual reports on the results and main areas of activity of federal executive bodies, the activities of which are led by the President of the Russian Federation;

m) organization of scientific research on issues within the competence of the Security Council.

5. The President of the Russian Federation may assign other tasks and functions to the Security Council in accordance with the legislation of the Russian Federation.

6. The Security Council, in accordance with the Constitution of the Russian Federation, is formed and headed by the President of the Russian Federation.

7. The Security Council includes:

a) the Chairman of the Security Council of the Russian Federation (hereinafter referred to as the Chairman of the Security Council), who is ex officio the President of the Russian Federation;

b) Secretary of the Security Council of the Russian Federation (hereinafter referred to as the Secretary of the Security Council);

c) permanent members of the Security Council and members of the Security Council.

8. The permanent members of the Security Council are members of the Security Council ex officio. The Secretary of the Security Council is one of the permanent members of the Security Council.
Permanent members of the Security Council and members of the Security Council are included in the Security Council and excluded from it by the President of the Russian Federation on the proposal of the Secretary of the Security Council.

9. The work of the Security Council is led by the Chairman of the Security Council.

10. The activities of the Security Council are carried out in the form of meetings and deliberations.
By decision of the Chairman of the Security Council, joint meetings of the Security Council and advisory and consultative bodies under the President of the Russian Federation may be held.

11. Meetings of the Security Council are held on a regular basis in accordance with plans approved by the Chairman of the Security Council on the proposal of the Secretary of the Security Council, usually once a quarter. If necessary, extraordinary meetings of the Security Council may be held.
Meetings of the Security Council are chaired by the Chairman of the Security Council.

12. The agenda of meetings of the Security Council, the procedure for their organization and conduct are determined by the Chairman of the Security Council on the proposal of the Secretary of the Security Council.
The Secretary of the Security Council organizes preparations for meetings of the Security Council and draft decisions.
The presence of permanent members of the Security Council and members of the Security Council at meetings of the Security Council is mandatory.
Delegation by permanent members of the Security Council and members of the Security Council of their powers in the Security Council to other officials is not permitted.
Depending on the content of the issues under consideration, other persons may be invited to participate in meetings of the Security Council.

13. Decisions of the Security Council are adopted at its meeting by the permanent members of the Security Council by a simple majority of votes from the total number of permanent members of the Security Council present.
Permanent members of the Security Council have equal rights in decision-making.
Members of the Security Council take part in meetings of the Security Council with the right of advisory vote.

14. In order to discuss current issues of ensuring national security that require management decisions, the Chairman of the Security Council holds operational meetings of the Security Council with permanent members of the Security Council, usually once a week.
Operational meetings of the Security Council are held in accordance with plans approved by the Chairman of the Security Council.
The agenda of operational meetings of the Security Council and the composition of participants are determined by the Chairman of the Security Council on the proposal of the Secretary of the Security Council.
The Secretary of the Security Council organizes the preparation of operational meetings of the Security Council and its draft decisions.

15. Decisions of the Security Council are documented in minutes of meetings of the Security Council or minutes of operational meetings of the Security Council and come into force after their approval by the President of the Russian Federation.
In order to implement the decisions of the Security Council, decrees, orders and instructions of the President of the Russian Federation may be issued.

16. Decisions of the Security Council that have entered into force are binding on government bodies and officials.

17. In order to prepare meetings of the Security Council and operational meetings of the Security Council, the Secretary of the Security Council may hold working meetings with permanent members of the Security Council, members of the Security Council, and other representatives of federal government bodies and government bodies of constituent entities of the Russian Federation.

18. Information and analytical support for the preparation of meetings and operational meetings of the Security Council is provided by the staff of the Security Council.
Organizational and technical support for meetings and operational meetings of the Security Council is provided by the Protocol Office of the President of the Russian Federation.

19. In order to prepare decisions of the President of the Russian Federation on strategic directions of socio-economic development of the Russian Federation and ensuring national security, the Secretary of the Security Council holds strategic planning meetings with permanent members of the Security Council and members of the Security Council.
The agenda and composition of participants in strategic planning meetings from among the permanent members of the Security Council and members of the Security Council are determined by the Chairman of the Security Council on the proposal of the Secretary of the Security Council. The composition of other participants in strategic planning meetings is determined by the Secretary of the Security Council.
Strategic planning meetings are held in accordance with plans approved by the President of the Security Council.
Decisions of strategic planning meetings are documented in minutes approved by the Chairman of the Security Council. In order to implement the decisions of strategic planning meetings, decrees, orders and instructions of the President of the Russian Federation may be issued.
The Secretary of the Security Council organizes the preparation of materials for strategic planning meetings.
Information, analytical, organizational and technical support for strategic planning meetings is provided by the Security Council staff.

20. In order to prepare meetings and operational meetings of the Security Council, meetings on strategic planning, as well as in order to consider individual problems of ensuring national security and improve the coordination of activities in this area, the Secretary of the Security Council, on behalf of the President of the Russian Federation, holds joint meetings with plenipotentiary representatives of the President of the Russian Federation in federal districts, on-site meetings in the constituent entities of the Russian Federation with the participation of heads of federal executive bodies, senior officials (heads of the highest executive bodies of state power) of the constituent entities of the Russian Federation and other officials.
Off-site meetings are held in agreement with plenipotentiary representatives of the President of the Russian Federation in federal districts in accordance with plans approved by the Secretary of the Security Council.
The agenda and composition of participants in offsite meetings are determined by the Secretary of the Security Council.
Decisions of offsite meetings are documented in protocols approved by the Secretary of the Security Council. The minutes of the offsite meetings are sent to the federal executive authorities and state authorities of the constituent entities of the Russian Federation for implementation.
The Secretary of the Security Council organizes the preparation of materials for off-site meetings.
Information, analytical, organizational and technical support for off-site meetings is provided by the apparatus of the Security Council and the apparatus of plenipotentiary representatives of the President of the Russian Federation in the relevant federal districts.

21. The Secretary of the Security Council is an official who ensures the implementation of the tasks and functions assigned to the Security Council.
The Secretary of the Security Council is appointed and dismissed by the President of the Russian Federation.
The Secretary of the Security Council reports directly to the President of the Russian Federation.
The Secretary of the Security Council organizes the work of the Security Council and manages the apparatus of the Security Council.

22. Secretary of the Security Council:

a) informs the President of the Russian Federation about the state of national security;

b) develops work plans for the Security Council and submits them for approval by the Chairman of the Security Council;

c) forms the agenda for meetings and operational meetings of the Security Council, strategic planning meetings, and off-site meetings;

d) prepares and submits for approval by the Chairman of the Security Council draft minutes of meetings and operational meetings of the Security Council, strategic planning meetings, and, if necessary, submits draft decrees, orders and instructions of the President of the Russian Federation;

e) organizes and coordinates the activities of the working bodies of the Security Council - the interdepartmental commissions of the Security Council of the Russian Federation (hereinafter - the interdepartmental commissions of the Security Council) and the scientific council under the Security Council of the Russian Federation (hereinafter - the scientific council under the Security Council), including contributions to the Chairman of the Security Council proposals on their formation, reorganization, abolition, tasks, functions and composition, and also, if necessary, holds meetings with the chairmen of interdepartmental commissions of the Security Council;

f) coordinates the work of federal executive authorities and executive authorities of constituent entities of the Russian Federation in preparing materials for meetings and operational meetings of the Security Council, strategic planning meetings, and off-site meetings;

g) exercises control over the implementation of decisions of the Security Council, as well as control over the activities of the Armed Forces of the Russian Federation, other troops, military formations and bodies, including with the involvement of state control and supervisory authorities;

h) submits an annual report to the President of the Russian Federation on the state of national security and measures to strengthen it;

i) organizes work to implement strategic planning in the field of ensuring national security, to develop and clarify the national security strategy of the Russian Federation, other conceptual and doctrinal documents in the field of ensuring national security and defense, strategic national priorities;

j) organizes the development and submission to the President of the Russian Federation of proposals for the implementation of the main directions of state policy in the field of ensuring national security in the preparation of annual messages of the President of the Russian Federation to the Federal Assembly of the Russian Federation;

k) organizes an examination of the draft budget message of the President of the Russian Federation to the Federal Assembly of the Russian Federation in terms of ensuring national security;

l) participates in the development and implementation of the foreign policy course of the Russian Federation;

m) carries out, on behalf of the President of the Russian Federation, activities aimed at strengthening international cooperation in the field of security;

o) submits proposals to the Security Council on coordinating the activities of federal executive authorities and executive authorities of the constituent entities of the Russian Federation in connection with emergency situations;

o) coordinates the conduct of research work, the preparation of federal (state) target programs in the field of ensuring national security, as well as work to monitor their implementation, attracts scientists and specialists to carry out certain work, including on a contractual basis;

p) organizes the consideration of draft legislative and other regulatory legal acts of the Russian Federation on issues within the jurisdiction of the Security Council;

c) participates in the formation of state personnel policy, policy in the field of civil service in the interests of ensuring national security;

r) organizes the development of draft decrees, orders and instructions of the President of the Russian Federation on issues of ensuring national security and monitoring the activities of federal executive authorities in the field of ensuring national security;

s) participates in meetings of collegiums, military councils, in meetings of federal executive authorities, executive authorities of constituent entities of the Russian Federation, and other government bodies when they consider issues of ensuring national security;

t) organizes the examination of strategic planning documents, draft decisions of federal government bodies and government bodies of constituent entities of the Russian Federation on issues of ensuring national security, as well as the preparation of relevant conclusions for consideration at meetings of the Security Council;

x) presents to the President of the Russian Federation candidates for appointment to the post of Deputy Secretary of the Security Council, Assistant Secretary of the Security Council and makes proposals to the President of the Russian Federation for their dismissal;

c) requests and receives in the prescribed manner from independent divisions of the Administration of the President of the Russian Federation, from the Office of the Federation Council of the Federal Assembly of the Russian Federation, the Office of the State Duma of the Federal Assembly of the Russian Federation, the Office of the Government of the Russian Federation, from federal executive bodies, government bodies of constituent entities of the Russian Federation , local government bodies, from organizations and officials, materials necessary for the implementation of the activities of the Security Council and the apparatus of the Security Council;

w) speaks with explanations of decisions adopted by the Security Council.

23. In order to implement his powers, the Secretary of the Security Council issues orders.

24. The Secretary of the Security Council is responsible for ensuring the activities and execution of decisions of the Security Council.

25. The Security Council, in accordance with its tasks and functions, forms working bodies - permanent interdepartmental commissions of the Security Council and a scientific council under the Security Council.

26. Interdepartmental commissions of the Security Council may be created on a functional or regional basis.

27. To prepare proposals on certain problems of ensuring national security, temporary interdepartmental commissions of the Security Council may be formed.

28. The regulations on the interdepartmental commissions of the Security Council and their composition by position are approved by the President of the Russian Federation on the proposal of the Secretary of the Security Council.

29. Interdepartmental commissions of the Security Council prepare proposals and recommendations to the Security Council on the main directions of state policy in the field of ensuring national security, contribute to the coordination of the activities of federal executive authorities and executive authorities of the constituent entities of the Russian Federation to ensure national security and implement Security Council decisions.

30. Meetings of interdepartmental commissions of the Security Council are held in accordance with plans, as a rule, coordinated in topic with plans for meetings and operational meetings of the Security Council, strategic planning meetings, off-site meetings, as well as other events held within the framework of the activities of the Security Council.
If necessary, by decision of the Secretary of the Security Council, extraordinary meetings of interdepartmental commissions of the Security Council and joint meetings of two or more interdepartmental commissions of the Security Council may be held.

31. Decisions of the interdepartmental commissions of the Security Council, approved by the Secretary of the Security Council, are sent to the relevant bodies and organizations for consideration, followed by notification of the interdepartmental commissions of the Security Council about the results of the consideration and, if necessary, about the measures taken.

32. Information, analytical, organizational and technical support for the activities of interdepartmental commissions of the Security Council is carried out by federal executive authorities, whose representatives are members of these commissions, and by the staff of the Security Council.

33. The Scientific Council under the Security Council provides scientific and methodological support for the activities of the Security Council and its working bodies.
The decisions of the scientific council under the Security Council are advisory in nature.
The regulations on the scientific council under the Security Council and its personal composition are approved by the President of the Russian Federation on the proposal of the Secretary of the Security Council.
Organizational and technical support for the activities of the Scientific Council under the Security Council is provided by the Security Council apparatus.

34. The Security Council regularly publishes information on its activities.

35. The activities of the Security Council are ensured by the Administration of the President of the Russian Federation, and on issues assigned by these Regulations to its jurisdiction - by the apparatus of the Security Council.

36. The regulations on the apparatus of the Security Council are approved by the President of the Russian Federation on the proposal of the Secretary of the Security Council, agreed upon with the Head of the Administration of the President of the Russian Federation.

1. Approve the revised Plan for the Prevention and Elimination of Emergency Situations Caused by Natural Fires on the Territory of the Russian Federation in 2018 (hereinafter referred to as the Federal Plan) and approve the composition of the forces and means of the RSChS intended for the prevention and liquidation of emergency situations during the fire season.

2. The interested federal executive authorities must ensure strict and high-quality implementation of the Federal Plan, including the readiness of the forces and resources of the federal executive authorities involved in the prevention and response to emergencies during the 2018 fire season.

3. Ministry of Emergency Situations of Russia (V.A. Puchkov), Ministry of Natural Resources of Russia (S.E. Donskoy), Ministry of Agriculture of Russia (A.N. 5. Ministry of Emergency Situations of Russia (V.A. Puchkov) as part of the preparation of facilities and territories for the summer fire season of 2018:

a) until April 30, 2018, organize and carry out supervisory activities aimed at preventing violations of mandatory requirements in relation to children's health camps and health centers, critical and socially significant facilities exposed to the threat of natural and forest fires, as well as timber processing enterprises bordering with populated areas;

b) ensure, as part of preventive raid inspections, control over the elimination of orders previously issued to local government bodies;

c) ensure, during the fire season of 2018, control over compliance with the established procedure for the use of open fire and lighting fires on agricultural lands and reserve lands, preventing uncontrolled burning of dry grass, as well as prompt verification of thermal points detected by space monitoring means;

d) strengthen the work of the inquiry authorities to identify those responsible for the occurrence of natural fires and bring them to justice in accordance with the legislation of the Russian Federation;

e) for each emergency situation caused by natural and forest fires, establish the causes and conditions of their occurrence while simultaneously submitting proposals to the executive authorities of the constituent entities of the Russian Federation on eliminating the causes and conditions that contributed to the commission of offenses;

f) provide local government bodies with organizational and methodological assistance in preparing safety passports for settlements exposed to the threat of forest fires.

6. EMERCOM of Russia (V.A. Puchkov) together with interested federal executive authorities, government authorities of the constituent entities of the Russian Federation:

a) from March 12, 2018, to organize, on the basis of the Federal Institution NTsUKS and crisis management centers of the territorial bodies of the Ministry of Emergency Situations of Russia, round-the-clock work of interdepartmental working groups to monitor the development of natural fire conditions in 2018;

b) until April 20, 2018, conduct joint interdepartmental comprehensive exercises to test the readiness of control bodies, forces and means of the functional and territorial subsystems of the RSChS to act as intended in the fire season of 2018;

c) ensure control over the preparation of local government bodies for the 2018 fire season, including the timely introduction of a special fire regime in the event of complications in the forest fire situation;

d) ensure the involvement of volunteer firefighters in forest patrols in crowded areas during the fire season;

e) organize additional measures to inform the population about compliance with safety requirements during the 2018 fire season.

7. Ministry of Natural Resources of Russia (S.E. Donskoy):

a) by April 1, 2018, ensure the readiness of specially protected natural areas for the 2018 fire season;

b) ensure information interaction with the day-to-day management bodies of the RSChS for the timely exchange of information about all cases of natural and forest fires in the territories of state natural reserves and national parks.

8. Ministry of Energy of Russia (A.V. Novak):

a) provide round-the-clock analysis of threats caused by natural and forest fires to facilities of the fuel and energy complex;

b) organize uninterrupted operation of the Unified Energy System during the fire season.

9. The Ministry of Transport of Russia (M.Yu. Sokolov) to ensure coordination of work on carrying out preventive fire prevention measures and compliance with established fire safety rules at subordinate facilities, including on rights-of-way along roads and railways.

10. Roshydromet (M.E. Yakovenko) to ensure timely communication to government authorities, management bodies of functional and territorial subsystems of the RSChS and the population of forecasts of unfavorable meteorological conditions that contribute to an increase in fire danger in forests.

a) ensure the implementation of a set of measures aimed at protecting the population, economic facilities and social infrastructure from natural fires, as well as the timely establishment of a special fire regime;

d) ensure that federal executive authorities, executive authorities of constituent entities of the Russian Federation, emergency commissions of all levels, territorial bodies of the Ministry of Emergency Situations of Russia, the population are informed about the actual and expected state of water bodies, about the possible flooding of populated areas and economic facilities, as well as the emergence of a threat public safety.

c) clarify plans for the evacuation of the population, the readiness of temporary accommodation points for the affected population and their comprehensive provision;

d) ensure readiness to use reserves of financial and material resources intended to eliminate the consequences of emergency situations;

e) create in advance reserves of material, food, medical and other means for priority life support in populated areas isolated during the spring flood and in hard-to-reach small populated areas.

7. Secretary of the Security Council of the Russian Federation V.B. 8. To the plenipotentiary representatives of the President of the Russian Federation in the federal districts, government bodies of the constituent entities of the Russian Federation in interaction with the Government of the Russian Federation:

a) in 2002, ensure the development and approval in accordance with the Federal Law “On Science and State Scientific and Technical Policy”:

state scientific and technical policy of the constituent entities of the Russian Federation;

priority areas for the development of science, technology and engineering in the constituent entities of the Russian Federation;

b) organize work to increase innovation activity and attract funds from local budgets for the development of the scientific and technological complex;

c) when developing programs for the socio-economic development of regions, provide for an increase in the share of highly processed products, expansion of the raw material base, ensuring the necessary dynamics of technology renewal and, on this basis, creating conditions and prerequisites for strengthening the competitive positions of domestic producers in the domestic and world markets;

d) implement measures to form innovation centers in federal districts and constituent entities of the Russian Federation, focused on the development of innovative entrepreneurship and increasing the competitiveness of domestic producers.

9. The Ministry of Industry and Science of Russia (I.I. Klebanov) and the Russian Academy of Sciences (Yu.S. Osipov) together with the Ministry of Economic Development of Russia (G.O. Gref) and the Ministry of Defense of Russia (S.B. Ivanov) to develop and within 6 months submit proposals:

a) to the Council under the President of the Russian Federation for Science and High Technologies:

to create a system for long-term forecasting of the development of priority areas of science and technology;

on organizing an independent examination of the most important innovative projects, draft federal laws and other regulatory legal acts regulating the relationships of entities operating in the scientific and scientific-technical fields of activity.

b) to the Government of the Russian Federation:
